Goa Casino Policy not finalised yet: Report

Contrary to several previous assertions by the Goa government under erstwhile Chief Minister Manohar Parrikar as well as current Chief Minister Pramod Sawant, no final decision has been taken so far on shifting offshore casinos to an alternative location or notification of a Goa casino policy.

According to a report in local daily Navhind Times, no alternative site could be zeroed in on shifting offshore casinos from the River Mandovi so far due to strong opposition from all corners.

It was earlier reported that Ports Minister Michael Lobo had given permission to one of the offshore casinos, Deltin Caravela to shift towards the Vernem side of the River Mandovi from the Panjim side, where it is currently located.

The proposal to shift Deltin Caravela and two other offshore casinos to the Vernem side, however met with stiff resistance from opposition leaders and locals.

The Navhind Times report also indicated that the state government is still dithering on its plan to formulate a detailed casino policy to shift offshore casinos to an entertainment zone near the upcoming Mopa airport.

According to Navhind Times sources said the state government has asked the home department to set in motion the process for drafting a casino policy, but not much progress has been made on that front so far.

Chief Minister Sawant as well as previous state cabinets have granted successive six month extensions to offshore casinos to operate in the River Mandovi while giving an assurance that the final long term policy on casinos would be decided by the government in a short time frame.

“Ban Online Games Like PUBG, Rummy and Blue Whale” – Congress MP Urges Centre

Shri H. Vasanthakumar, an Indian National Congress (INC) MP from Kanyakumari, Tamil Nadu on Tuesday urged the government to ban online games such as Blue Whale, PUBG, and Rummy. He cited in Lok Sabha that such games have adverse effects on mental and physical health of children.

He, in an address to the Hon. Speaker of Lok Sabha on Tuesday, said ‘I urge upon the Government to ban the online games such as Blue Whale, PUBG, that is, PlayerUnknown’s Battlegrounds and Rummy.”

“PUBG was launched in the year 2017 and has garnered a huge global following across PCs, consoles and mobile platforms. By last December, it (PUBG) had 200 million mobile downloads alone. A few cities in the Indian States have already banned the game, citing concerns that it was making player more violent and it also caused distraction among students from their studies,” he added.

He elaborated on concerns shown by parents on how computer games have no value in studies of children and how such games negatively affect children’s mental and physical development.

“Such a behaviour will lead them (children) spending most of their leisure time in playing computer games. Consequently, they will have minimal or almost no physical activity. This will lead to numerous health issues such as obesity, cardiac problem, and psychological disturbances, etc’” said Shri Vasanthakumar while showing concern about how horrible graphics and images from such games infiltrate children’s minds and cause adverse effects.

PUBG is a multiplayer online game developed and published by PUBG Corporation, which is a subsidiary of South Korean game developer and publisher Bluehole. The game is inspired by a Japanese film Battle Royale, in which a number of students are transported to an Island, where they have to battle each other to be the sole survivor.

After raising various concerns, the Congress MP urged the Centre, “Ban the online games, for the future of India.”

In 2018, rummy was banned in Telangana, after President of India, Ram Nath Kovind approved a new law passed by the Telangana legislature, which makes wagering or betting on games of skill like rummy illegal.
In the past, ministers and MLAs of the states of Andhra Pradesh and Tamil Nadu have also raised issues of online rummy and gaming spoiling the lives of many educated and unemployed youth in the country, demanding a ban on online rummy.

Meghalaya Cabinet Approves State Lottery Rules

The Meghalaya Cabinet approved the rules for state lottery on Monday. The rules define how the lottery will be conducted in the state to help the state generate revenues. Meghalaya will finally revive the state Lottery after it was shut down in 2005.

In the year 2017, the then Chief Minister of Meghalaya announced that Excise Registration Taxation Stamps Department (ERTS) department notified the new rules for lottery. He also indicated that the bidding process will start to appoint a distributor for the state’s lottery.

James K. Sangma, Meghalaya’s Home minister, said that as Meghalaya Lottery Rules 2019 have been approved now, the taxation department with work out the lottery process. Tenders will also be floated for the same.

Sangma announced that both paper and online lottery will be introduced. This will enable participation by people from all the Indian states where lottery is legal.

Before this, online Meghalaya state lottery was introduced in 2001. Back then, an agreement was signed with MS Associates, a firm that reportedly belonged to former Lok Sabha Congress MP Mani Kumar Subba.

MS Associates was supposed to pay a guaranteed Rs. 3 crore to the state exchequer in the first year. This amount was increased to Rs 12 crore in the year 2002, after the government faced opposition from various quarters. MS Associates stopped operations in 2005 and failed to pay the balance sum of Rs 35.08 crore (out of Rs 54.08 crore due from 2002 to 2005), as per the Comptroller and Auditor General of India (CAG).

As per a report, the CAG also criticized the state government for continuing to pay the lottery department staff from the year 2008 to 2016, with no assignment of work duties to the said staff. This caused a loss of another Rs. 5.69 crores to the exchequer.

Since 2005, the state of Meghalaya has not been able to revive the state lottery, up until now.

Earlier this year, the Meghalaya state was also exploring the possibility of permitting licensed casinos in the state to fillip the state’s tourism. If the proposal is put into action, the locals will be banned from entering and playing in casinos.

Q. What significant changes do you think have occurred in the iGaming Industry in India over the years? Did they work in favour of Pure Casino?

JvdV: A couple of years ago, there weren’t many online casinos active in India, so choice was limited. Since that time, more and more European casinos have entered India, and the quality and professionalism has improved a lot. 

Also, Indian consumers are starting to understand the products more, and know what they like. I think now the times of the so-called ‘first mover advantage’ are ending. Simply being good is no longer good enough. I think, if you want to be successful, you must tailor your product to what Indian casino fans want.

Q. What do you think works the best in attracting and retaining players in the Indian market? Is it big bonuses and free spins, good customer service, easy withdrawals, quality of games or a wide range of games?

Q. What in the iGaming industry caught your attention in the year 2019? How will the iGaming trends and events of this year affect the market in the future?

JvdV: Operators are taking the Indian market more and more seriously, and are making the effort to understand Indian players more. Indian players also are understanding more and more about online casinos. A lot of the historical distrust is melting away, and many players now have a good understanding of how to play online, how bonuses work, and how they can enjoy their hobby more and more. The more this continues, the better the products will become for Indian players.

Q. If you could change one thing about the iGaming industry, what would it be and why?

JvdV: I would encourage more European casino game companies to make games for the Indian market. It is already a booming market, and I think there’s scope for live and RNG companies to innovate and create some good games for Indian players.

Dream11’s parent company Sporta Technologies is launching live streaming of National Basketball Association (NBA) matches in India through its multi-sport app FanCode. 

Dream11’s parent company Sporta Technologies Private Limited (earlier known as Dream11 Fantasy Private Limited) is launching live streaming of National Basketball Association (NBA) matches in India through its multi-sport app FanCode. 

FanCode is a multi-sport aggregator. It offers live matches and scores, news and fantasy sports guides, among other related services, to its users.

With FanCode, Sporta Technologies got into Over the top (OTT) media service. OTT allows direct streaming of media over the internet, while bypassing traditional distribution channels like cable, broadcasting and satellite television platforms.

2. How to play rummy?

Learning how to play rummy is very straightforward. 

Indian Rummy is played with two decks of cards and two joker cards. Let’s start learning the game with a few terms used in the game.

2.a. Rummy Glossary/Terms

To play rummy games, you need to know the meaning of a few terms:

Joker or Paper joker: This is a card whose value and suit can be assumed by the players to make a Life/Sequence or Set.

Life/Run/Sequence: Life or Run means having a straight sequence of least 3 cards from the same suit. A Pure life is a straight sequence from a suit, made without the use of a joker.

Set: A set includes 3 or four cards with the same value and different suits. You can use a joker to make a set of up to 4 cards only.

Show: A player can show their cards once they have have at least 2 Lives, one of which has to be a Pure Life. Besides the 2 lives, the show can look like below with four groups of cards:

Group 1 (1 Pure Life) | Group 2 (1 Life; with or without joker) | Group 3 (1 Set/Life) | Group 4 (1 Set/Life)

2.b. Rummy Rules

Objective of the game is that each player has to arrange their 13 cards in four groups of 3, 3, 3, and 4 cards. At least two of these groups have to be Lives, and at least one Life has to be Pure (without a joker).

When a player arranges their cards in the required groups, it’s called Melding. A Meld is a Set or Life/Run.

After 13 cards are dealt to each player, two stacks of cards are available for the players to draw from—one open stack and one closed stack.

When a player draws a card from the top of any stack, they have to discard a card from their hand. The discarded cards from the players make the open stack of cards mentioned above.

Each player draws and discards cards when their turn comes. They can also choose to drop a Round of game on their turn, before drawing their first card.

If the closed stack of cards is finished, then all the discarded and dropped cards are reshuffled to make a fresh closed stack.

A round of a ‘13 cards’ rummy game starts with the dealing of cards and ends with one player making a Show or the prize being Split.

Note: You can use Ace as a 1 or a face card in the game of rummy.

These rules apply to both rummy cash games and free rummy games.

3. Is rummy legal in india?

If you are wondering ‘Is rummy legal in India?’, then the answer to the question is, Yes!

As per a 1967 Supreme Court judgment on rummy for State of Andhra Pradesh v. K. Satyanarayana, playing rummy involves a preponderant element of skill, and it is not entirely a game of chance. 

Playing rummy for small stakes is legal in India, as per a ruling passed by the Delhi High Court in December 2017. The order also recorded that an offence under the Gaming Act can be made out if a club hosting the game is making a profit or gain from the game of rummy.

However, the order leaves open the possibility for clubs and online website operators for making profits or gains from the fee they charge to organize the games of rummy that come under illegal gambling.

Playing rummy for real money is however illegal in the states of Assam, Odisha and Telangana.

3.a. A Note on Rummy Ban in Kerala

As per an order passed on Kerala Rummy by a division bench of the Kerala High Court in October 2019, a case by case decision is needed to check violation of the Gaming Act for rummy played for stakes.

The bench noted that rummy is exempted from the ambit of gambling as per a 1976 notification under Section 14A of the Kerala Gaming Act, 1960. This is subject to a condition that side-betting is not allowed on rummy games.

The order was passed on a few petitions filed by online rummy operators like RummyCircle.com, Ace2Three and Junglee Rummy to challenge the court’s January 2019 order holding rummy for stakes as an offence of gambling.

3.b. How to Play Rummy in Telangana

As per Telangana Gaming (Amendment) Bill, 2017, wagering or betting on games of skills like Rummy, including when such games are played online, is a punishable offence. 

This make rummy in Telangana illegal. Even Online rummy in Telangana falls under the ambit of the said amendment.

What is India Satta Matka?

Satta Matka in India is a gambling urban legend that has been around for years. Satta means gambling, and Matka means a pot (Pots were used to draw numbers). This lottery-style game was very popular in India between the 60s and 90s.

Over the years, the status of Satta Matka has changed and the game has evolved. With the advent of more online and offline gaming options like roulette and slots from offshore service providers, players also have more options to choose from.

Origins of the Matka Game in India

Ratan Khatri was the father of Matka Game in India. He is also known as the Matka King. After the New York Cotton Exchange discontinued the practice of transmitting closing and opening prices of cotton in 1961, Khatri introduced his own spin on the game.

He introduced the idea of declaring opening and closing rates of imaginary products. Chits with numbers were placed in an earthen pot (or Matka) to be drawn to declare results. A person would randomly draw a chit and declare its numbers. This form of matka game gained huge popularity in Mumbai among textile mill workers.

Some popular names in the Matka Industry of that era are Ratan Khatri (New Worli Matka), Suresh Bhagat, and Kalyanji Bhagat (Worli Matka). 

The Indian Matka game reached its peak in the 80s and 90s, with about 2000 big and small bookies established to cater to the increasing demand of the game. Over Rs. 500 crores of bets would be placed every month on Matka Satta games.

How to Play Satta Matka?

Now, in India, Matka game is played by the draw of three cards from a deck. 

Players have to select three numbers from 0 to 9. If the three chosen numbers add up to a two-digit number, then the last of the two digits is taken in consideration for the output. For example, if a player chooses 5, 6 and 8, which add up to 19, then 9 is the last output number. Making the draw 5, 6, 8 *9.

Similarly, a second set of three numbers are chosen from 0 to 9, e.g. 3, 8 and 7, which add up to 18, making the draw 3, 8, 7 *8.

This will make the final card for the player look like:

5, 6, 8 *9 x 3, 8, 7 *8

All the bets are played before the drawing begins. Players can bet on the full set of numbers, the first number, the second number, or a combination of numbers as permitted by the bookies.

The payouts can range from 9/1 to 999/1 for all India Satta Matka. Many players have Satta Matka game tricks up their sleeves, but eventually it’s a game of chance.

Is Satta Matka Game Legal in India?

Nazara pledges to invest $20 million in startups in 2020

Social gaming and sports content company Nazara Technologies Limited has announced its intention of investing upto US$20 million in select startups in the gaming and sports ecosystem in the Indian sub-continent, Africa and Middle-East over the next one year.

The company  aims to act as a catalyst to further expedite growth of gaming; esports and sports content across emerging markets. Nazara plans to infuse risk and growth capital in the selected startups besides offering mentorship to the founders of the startups that it invests in.

Commenting on the strategy, Nazara Technologies CEO Manish Agarwal noted, “Looking at the explosive growth in the interactive entertainment and sports ecosystem, Nazara has decided to up its aggression on investing in the emerging market ecosystem and support early stage startups accelerating the growth of these companies and of the industry at large.”

The company noted that it had already invested over US$50 million in 13 startups in the last two years. Nazara recently acquired majority stake in real money quiz app Qunami, daily fantasy sports platform Halaplay, sports news website Sportskeeda and preschool education app Kiddopia.

Feature: WinZO CEO Paavan Nanda discusses his vision of building a vernacular gaming platform

In this exclusive interview, serial entrepreneur and IIM Calcutta graduate Paavan Nanda, who founded gaming platform WinZo Games discusses his vision of creating a vernacular esports and digital gaming platform that would cater to the needs of tier 2, 3, 4 and 5 cities in India.

Q. You launched the app, earlier branded as TicTok Games in 2017. Can you tell us the idea behind your venture, the rebranding of the product and the response in the past two years?

Paavan Nanda (PN): In 2017, Jio created a great infra in India that got 300 million people from Tier 2/3/4/5 audience for the first time on smart phone and internet. This new audience that was very diverse, was spending ample time consuming content in form of games and videos on their mobile phones. In 2018, there were 6 billion mobile games installed by 300 million people who were clocking on an average 45 mins playing games! This massive engagement was not the best monetized in India, in-app purchases and ad revenues didn’t make a stable business case to this audience.

The Team at WinZO, was most excited about building an online vernacular social arcade gaming platform that was backed by micro-transactions. With an 8-member team, we started our journey in early 2018 and developed a Tier2/Tier3 audience focused product. Focus was  to introduce them to the digital grid where they make their first entertainment transaction.  

Today 30% of WinZO consumers from the Tier 2/3 cities are making their first media and entertainment transaction online. The product is not just for Bharat but is actually build by Bharat. All the translation done on the platform for the vernacular languages and trivia are being done real time by housewife’s, teachers and university students from different part of the country.

WinZO is the first vernacular gaming company to partner with more than 600 housewives, schoolteachers and university students in rural Bharat to empower them by providing a parallel stream of income.

WinZO is one of the fastest growing players in the industry! And we aim to become the world’s largest online arcade gaming platform.

Q. We know that WinZO has seen 10 million installs till date and has set an ambitious target of reaching the 100 million registered users mark. How does the company plan to achieve this? Also, can you throw some light about the numbers generated by WinZO such as active users, monthly revenue run rate and paying user base?

PN: Today, WinZO has 10 million registered users on the platform playing in 10+ languages. These players are playing from 10,000+ cities, towns and  villages across India. Less than 10% of the audience is from Metro/ Top Cities of the country. The average time spent on the app is 45 mins/day. This is more than the time spent watching TV during primetime, you can clearly see a shift in the consumption pattern with great infra kicking in the country.  We see these numbers grow 10X in coming 12 months.

Interesting, UPI and Digital payments have solved for different monetization models for products. We decided to use this to drive micro-payments driven economy. We are already witnessing 130 million micro-transactions/ month. These are very exciting numbers for us. It’s a beautiful evolution of new consumption and paying pattern of the Indian Consumer.

Q. An important feature distinguishing WinZO from other apps has been the availability of games in more than 10 Indian languages, with plans to launch the app in more regional languages. Can you tell us how the response has been to the app in various regional languages and which languages have seen the most activity?

PN: You mentioned it right our entire focus is to build an online place to hang out for the audience coming on smartphone for the first time. We always say it this way, we are building Netflix of Gaming for Bharat, and solving for Bharat is not going to be easy.

One of the most amazing feature of WinZO Games is that, the app being provided in vernacular languages. Adding to that, 80% of our users are playing games in non- English i.e. in their native languages, which makes WinZO a complete social gaming platform where you hang out with friends playing super casual games, use voice chatting, and meet many new people who can speak the same language and have the same gaming interests. Currently the app is functional in  10  languages on  i.e. English, Hindi, Bangla, Tamil, Telugu, Kannada, Gujarati, Marathi, Punjabi and Bhojpuri. We plan to add another 6 languages on the app by March 2020.

The team has spent a lot of time working closely with this target group building a product for them, we are always trying to understand our users better, everyday is a new learning.

Do you know people in T2 cities put money in their PayTM by giving cash to kirana store, and these store owners do this transaction on their behalf for small commission? We also learnt this in our journey. Average time spent by paid players on the platform is 55 mins, with an average overall time spent close to 45 mins. This is a testament of our continuous effort to build a great product.

Q. You had recently announced a $1.5 million fund to support Indian game developers. Can you share some details about the initiatives taken by the fund?

PN: Building the supply side is an ongoing process. We are committed to helping the game developers and studios to believe in building for India, because it makes a business case. This would require an initial support. Any sector requires influx of economy to boom, we had set aside a fund of $1.5 million to support Indian game developers keeping in mind the needs of developers as well as the users.

With this fund we are already supporting and aim to support further by giving content developers a platform to make and showcase their games and at the same time monetize it.

So far, we have received phenomenal responses from the  developers community, and we are already working with few students and gaming studios supporting them to develop games for Bharat. This response was surprisingly not restricted to just India. We will be adding more than 100 games by 2020 on the platform, to make WinZO an entertainment powerhouse.

Q. After the Series A round raised by the company from Kalaari Capital and Hike Messenger, are any more funding rounds in the pipeline? –  Will need your help in answering if we are raising/expectations, etc.

PN: We are creating a product that will tap into a multi-billion-dollar market.  In coming months, we would be responsible for creating a lot of awareness, for educating users, and catering their need to consume personalized content through a single app, becoming the go to place for all entertainment needs.

We are talking about doing this at a very massive scale to the tune of 500 Million people just in India. Reaching in every household, inside every Indian’s smartphone is definitely going to be a very challenging, exciting journey and would need not only capital but also  best talent and an ongoing learning of the consumer needs and behavior.

Q. Speaking of Hike as one of your investors, can you elaborate if there are any other synergies you are looking at any with Hike messenger given that they are also a mobile platform?

PN: Hike being a very personalized app, we are considering many synergies. However, these discussions are still at exploration stage. You can expect some developments soon.

Q. What do you see are the challenges and risks on the legal and regulatory for the online gaming industry?

PN: So far online gaming with money was also seen in context of card games. This inertia was broken to some extent by Dream11, with Fantasy coming out clear in most states. Talking of esports or casual games, this has entered as a legit new category in Asian Games.

Most Indian states, at present, permit engagement in paid games of skills. The Supreme Court has examined the legislative history and intent of Price Competition Act, 1955, and excluded games which are predominantly based on skill from the regulatory purview.

The Nagaland Online Games of Skill Act, 2016, that prohibits gambling but promotes and regularizes games of skill, lists games that qualify as virtual game of skill. The list is exhaustive and includes virtual cricket, virtual pool, virtual carom etc. This indeed would be a persuasive document for all the courts and states.

What is most important is to demonstrate and ensure that dominant factor in the game is skill and not chance. 

Q. Finally, your parting thoughts on WinZO’s expansion plans and vision for the near future and how you see the gaming?

PN: 10 million + user base in a year, this speaks a lot about our aggressive plans, and to capture the next 500 million users who are going to join the smartphone bandwagon by 2023.

At WinZO we are focusing on a very unorthodox way to capture the interest of the users.

With data rates in India cheapest across the globe and affordable Smartphone market growing, India is poised to witness a large chunk of its population shift towards smart phones. All these people are expected to consume the content. video and gaming are the two biggest entertainment channels for the Smartphone users.

We are currently committed to expand our user base in India and create a much-localized experience for the audience that is coming on the digital grid for the first time. We are also looking at a possible expansion in countries with similar economies such Indian sub-continent and South-East Asia.

IFSG appoints former Mumbai top cop as advisor

Fantasy sports industry body, the Indian Federation for Sports Gaming (IFSG), announced that former Mumbai police commissioner and Maharashtra DGP, AN Roy, would be joining the organisation as a strategic advisor.

Roy joins former Supreme Court judge Justice AK Sikri; former Delhi Daredevils COO Amrit Mathur and former BCCI Chief Administrative Officer Ratnakar Shetty as a member of IFSG’s advisory board.

The former Mumbai top cop is expected to work closely with the IFSG board members to create guidelines for responsible industry practices for the fantasy gaming sector.

Commenting on the new appointment, Anwar Shirpurwala, CEO, IFSG said, “It is an honour to have Mr. Roy on IFSG’s advisory board and further strengthen the bench. During his vast tenure, Mr. Roy has played a pivotal role in bolstering the Indian police force, streamlining operations as well as improving overall perception. The Fantasy Sports industry in India is growing rapidly, we believe that Mr. Roy’s rich experience in successfully planning, strategizing and executing policies is sure to have a positive impact on the industry at large.”
